        <![CDATA[<p>I recently refinanced my mortgage with Citi.  I was offered the rate protection program and signed up for it in writing with Citi at the time of closing.  When I go online to check the current rates against the rate protection index, it states that the program only applies to homeowners in the New York Tri State Area.  I refinanced on my house in IL.  Can you confirm that the program applies to homeowners in Illinois?<br />

        <![CDATA[<p>While I am typing this message, I am on hold for 50 minutes. I actually had called this morning before I went to work, I holder for about 15 minutes then Tracy picked up the phone and I expressed to her that I like to see if she could help me with the rate protection program. She transferred me to the line that she said they can help me. I ended up to hang up after 15 minutes wait. I tried to call when I got in to my office, another hold that I had to hang up.  So far I have good relationship with Citi and I had moved all my banking needs from B of A and Chase to Citi including <br />
credit cards. Therefore when my broker offer me to do refi with other bank, I told him that I like to contact Citi first to see what they can do with their existing CITI    GOLD member. Still on hold now.......now is more than an hour when I hit the post button.</p>]]>

        <![CDATA[<p>Went to the website to view my current mortgage details and tried to use the feature that has a mortgage specialist call me... it didn't work. I called the phone number on the website... waited over 15 minutes to have someone pick up.  I was asked a few questions and was told that I would be forwarded to a mortgage specialist, where I had to wait again on hold. The person came back on the phone to tell me that I would still have to wait longer and I told her I had no more time.  FOund it hard to beleive that a current customer looking to do more business with you was treated this way.</p>]]>

        <![CDATA[<p>I just started the process of refinancing my mortgage and the Citi loan originator stated that I am eligible for this Rate Protection program. Since his statement contributes to a large extent to my decision to go ahead with the refinancing, I would like to see, in writing, a stipulation in my agrement with Citi that I qualify for this program indeed, a quick description of the program and that I therefore can exercise the option to have the mortgage rate reduced within the constraints of the program. Otherwise how can one guarantee that what one tells me casually over the phone now is something I can rely on years from now? However the loan originator resists sending me anything in writing. How can I formalize my participation in this program at this early point in time? I do not wish to start spending money on the refinancing fees in the absence of a written offer to me and acceptance by me of participation in this program. Thank you! </p>]]>
